Its simply not profitable for a maker to have inventory of random characters around.
Please note, some makers do 'generics', a sort of oc-predesign sometimes with a limited number of customization options. Even these are rarely pre-stocked.
Cheapest Kigurumi Mask?
Be cautioned a number of fraudulent, and misleading stores lure customers in with impossibly cheap prices. These are almost always scams, they may find some workshop to make you a mask however disappointment is almost guaranteed.

How to size a Kigurumi Mask?
Masks are made to various head sizes, makers will usually have this information available, and many are able to customize to larger or smaller sizes. If you are unsure, please contact the maker.
Be aware just because a mask can fit on your head, does not make it proportional for the character and your body. Padding and shapewear can achieve wonders, sometimes a bigger mask can fit more proportional to a character even for taller kigurumi performers.

Making a Kigurumi mask is a culmination of several skills, and a lot of time. I highly recommend not trying to make one for your first Kigurumi, countless get burned out of the hobby by immediately jumping to one of the most challenging parts of the hobby.
